The agenda and staff reports will be available for public review at the Civic Center, 9291 Old Redwood Highway, Building 400, at least 24 hours in advance of the meeting.

If a technical issue arises with Zoom video or the listening phone dial-in option, the Town Council meeting will continue unless a Councilmember is participating remotely pursuant to the provisions of Assembly Bill 2449. 

 

Providing Public Comment During the Meeting

Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting. If a Councilmember is participating remotely under the provisions of Assembly Bill 2449, members of the public will be allowed to provide public comment through Zoom.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.

Esri Small Government Enterprise Agreement

 

Approve an agreement with Esri Technologies, Inc., in an amount of $81,540 for a three-year term, and authorize the Town Manager to execute the agreement on behalf of the Town and approve contingency amendments of 10% per year up to $8,154 for a total not-to-exceed amount of $89,694.

Selectron Technologies, Inc. Agreement

 

Approve an agreement with Selectron Technologies, Inc., in the amount of $120,001 for a five-year term and authorize the Town Manager to execute the agreement on behalf of the Town and approve contingency amendments of 10% per year up to $12,000 for a total not-to-exceed amount of $132,000.

WIFIA Funding Request

 
  1. Adopt a resolution of the District Board of the Windsor Water District authorizing the Town Manager or his designee to submit an application to the Water Infrastructure Finance and Innovation Act (WIFIA) for credit assistance to fund the Windsor Water Reclamation Facility Modernization.
  2. Authorize payment from the wastewater capital fund of $100,000 for a Water Infrastructure Finance and Innovation Act (WIFIA) Notice of Application Fee.
  3. Authorize payment from the wastewater capital fund of $100,000 to Jones Hall, a professional law operation, for bond counsel services needed for a Water Infrastructure Finance and Innovation Act (WIFIA) financing.
